The SSS is a social insurance institution. It provides and administers a pension fund for workers in the private sector that has the following social security benefits: sickness, retirement, maternity, disability, death, funeral, and employee’s compensation.

The SSS has adopted a two-pronged approach to the coverage of overseas Filipinos:

Forging of social security agreements (SSAs) with countries hosting overseas Filipinos, in coordination with the DFA and DOLE, for mutual cooperation in maintaining the social security rights of covered workers. Salient provisions of bilateral SSAs are as follows: (i) equality of treatment; (ii) export of benefits; (iii) totalization of insurance periods; and (iv) mutual administrative assistance.

Promotion of SSS programs for overseas Filipinos for their entitlement to SSS social security benefits and loan privileges. The objective is to encourage overseas Filipinos, who are existing SSS members, to continue paying their contributions to ensure eligibility to benefits, especially pensions. For overseas Filipinos who are not yet SSS members, especially those who are excluded from coverage under the social security scheme of their host countries, the thrust is to keep them under SSS’ mantle of social security protection.

SSS Programs for Overseas Filipinos

As SSS members, overseas Filipinos have access to a two-tiered social security protection:

  • Regular Coverage Program (since August 1995), which is a voluntary defined-benefit social insurance scheme, serving as a safety net in times of contingencies.
    • Registration

Overseas Filipinos with no SS Number yet have to register for membership by filling out an SS Form OW-1 (Overseas Worker Record). Please check on How to register with the SSS and read the Frequently asked questions (FAQs)  for reference.
Overseas Filipinos who are already SSS members (or previously registered prior to deployment/migration abroad) can immediately resume payment of contributions as “Overseas Worker” using their existing SS Number.

    • Contribution

The contribution is based on the member’s monthly salary credit (MSC), which is determined by the monthly earnings declared at the time of registration, computed in Philippine pesos in the case of overseas Filipinos. The monthly contribution amount is computed by multiplying the member’s MSC with the prevailing SSS contribution rate. See schedule of contributions here

    • Benefits

The SSS provides long-term and short-term benefits to members, subject to qualifying conditions. Benefits are closely linked to contributions, with the minimum monthly pension guaranteed. Higher contribution amount and longer contribution service translate to higher benefits to meet future needs.

The following short-term benefits are granted to qualified members in the form of daily cash allowances: Sickness and Maternity.

The following long-term benefits are granted to qualified members/beneficiaries in the form of monthly pension, or lump-sum amount if ineligible to pension: Disability, Retirement, Death, and Funeral.

To further understand the value of SSS membership, read “The Value of SSS Membership” and “Summary of SSS Benefits”.

    • Loans

The SSS extends loan privileges to members and as with SSS benefits, the loanable amount is based on the member’s contribution amount and service. See Salary Loan.

  • Flexi-fund Program (since July 2001), which is a voluntary defined-contribution, individual-account scheme, serving as a tax-exempt pension-savings plan on top of the regular coverage program.  Click here.
